Waiver & Mental Health Issues

Hello

I have three different convictions for fraud over the last 8 years. The longest amount of jail timeI did was 1 year. Restitution was made in all cases. During my incarceration, a pre sentence report was done on my last set of charges. I was diagnosed with Borderline Personality Disorder, Advanced Impulse Disorder, Obsessive Compulsive Disorder and Paranoid Ideation. It was determined by the Psychiatrist that my criminality was a direct result of my mental health issues. I have been receiving extensive therapy and monthly follow up with a doctor from a mental health hospital. It has been 5 years since my last conviction and my doctor has told me I am stable and am a low risk to reoffend. I am now happily working and have no more out of control impulsive thought and actions. I have read online that if you have mental health issues you will not be issued a waiver. Anybody have experience with this? My doctor told me he can provide me with a letter that I am well now and low risk to re-offend. Thank you.
