Justify "Non-Immigrant intent" to CBP @US border?

Do CBP expect that Canadian (with waiver) should justify "non-immigrant intent" while crossing the border?

If I may chime in, yes the waivers are issued based on non-immigrant intent. As well, the application you filed should have mentioned which visas you are seeking - typically B1 or B2 - visitor or short business visit. And the waiver should mention those specific visas that they approve you for.

If the CBP officer asks, you should always note that you do not have immigrant intent. May or may not need to justify but you should keep documentation or proof that you intend to return to Canada (such as proof of a job/business, assets, etc.) I was asked to show this at secondary last time.

I think you should think of waiver people as similar to people just crossing the border, with an extra step. So some might have to "justify" it, but others might not.
