USCIS vs CBP Fees and Certified Copies

Greetings,
It's been almost 5 years since receiving my I-194 Approval letter and time to re-apply and I have a couple of questions.

What is the difference between filing with USCIS and CBP as I don't remember seeing this the last time I applied.

Is USCIS mean applying through the e-SAFE website and CBP means filling out a hard copy application to bring to a local port of entry?

Do I have to request certified copies of my court documents again or is it ok to submit photo copies of these from the first time?

Lastly, Is e-SAFE still ok to use? I saw a message on their website saying is was closed but I have been able to make an account and login to start an application.

Also, I did my previous application at the port of entry office at the Ottawa airport, it it still open for applications or do I have to go to Ogdensburg now?

I wanted to give others a chance to answer, but it looks like they are busy.

-No Airports anywhere in Canada. Must use a land border.
-Forget how you did it last time, you MUST use eSAFE
-court docs CAN be copies absolutely.
-only the documents are needed when you go to the border, no need to print out the forms. Remind the officer that they are the ones who passed the "reduction of paperwork act" which is why they partially created eSAFE

There is no need to “register”, just enter the same name + password of your choice every time.
