September 21st is when the border is "scheduled" to take waiver applications. This is an important date because on October 2, the waiver fee is scheduled to increase to $1400 from $585USD.
As I mentioned below, you could be pay the lower fee on eSAFE (presumably on October 1) and hope that they either extend the time the fee is applicable or that the border opens before November 15th, when the 45 day window would expire.**
**When you pay over eSafe you have 45 days to go to the border and do your fingerprints, or the application is considered abandoned**
Let us just hope that the border opens September 21st.

The article specifically SAYS
Friday’s announcement also does not affect the Canada-U.S. land border, which remains closed to all non-essential travel until Sept. 21.
That doesn't mean your speculation is wrong, they may push it back. But either you didn't read the entire article, or missed this part.
People note that the border will not open Sep 21, 2020. We have always promoted hope but you have to make your own individual financial decision regarding hope in this case. The border MAY or MAY not open Sep 30, 2020. It will come down to whether you are willing to take a gamble with your money under Covid. I decided to update this room with the correct dates since it seems that this room has been abandoned and the subject matter may be considered moot at this point.
