I-192 how to answer "Have you EVER been in the United States for a period of six months or more?"

@J Rogers or anyone else - please help with this question.

The I-192 application asks the question, "Have you EVER been in the United States for a period of six months or more?"

My girlfriend has a 5 year waiver. She has been in the U.S. for more than 6 months during a single 12-month period but these were all authorized and approved stays where CBP issued her an I94 with an admit until date. She never exceeded 6 months in a single stay. Never had an overstay.

We are applying for a new waiver for her to go to college. The border is saying her existing waiver, which says B1/B2 can't be used for an F1. I want to make sure I answer this question correctly. If I read the question literally, I can say "no" because she was never here for more than a 6 month period as that would be an overstay. But to be accurate, she was here more than 6 months in a single 12 month period. Not sure how I should respond. Advice?

Answer honestly and explain the overstay since they already would know.
