Air vs Land crossing Covid Vaccination requirements for kids?

My GF's 16 year old daughter has not been vaccinated and may be coming to the United States. To get her vaccinated, would take about 2 months and we may not have that kind of time. I'm confused about some of the published requirements. For Air travel, this page:

Says this:

Categories of noncitizen nonimmigrants that meet the criteria for an exception under the Proclamation and CDC’s Amended Order include:

Persons on diplomatic or official foreign government travel
Children under 18 years of age

Which I read that there can be an exception for children under the age of 18. Is that how you read that?

Now here is the kicker, the crossing would actually take place at a land port (unless we are forced to fly as the only option to meet the exception). The land travel page:

With no mention of an exception by age. What do you make of all this? Is the only choice for the daughter to come across by land, to get vaccinated and wait for the time period before she can have the 2nd shot and then wait another 2 weeks as per the U.S. requirements? That would really suck.

It said the following on the questions and answers:

 Q. What are the requirements to enter the United States for children under the age of 18 who can't be vaccinated?
A: Children under 18 years of age are excepted from the vaccination requirement at land and ferry POEs.

I'm assuming since that's published by DHS that CBP would have to abide by that.
